3 times a charm?

As of this writing, I went to LTO (Land Transportation Office) for a total of 3 times in different branches since I started driving. So far aside from falling in line with a bunch of people and lots of red tape (which is a common sight here if an establishment is being run by the government) in their offices I could say all 3 experience were somewhat a quirky experience for me.
The very first time I went there (still a teener back then), they gave me a PRO license for some reason. It means I could drive any land transportation vehicle even though I didn't even learn how to drive them. There was supposed to be a hands on test wherein we get to drive an owner type jeep but instead, I heard one of the LTO guys say "Ginamit ata yung jeep e, pinambili ng tanghalian natin" (English translation: The vehicle was used to buy our lunch, I think). So I was like, RIGGGHT. I never got to actually drive but they still passed me so it's all good.
The second time around, I didn't realize that my license expired a couple of years earlier (I was lucky enough though, to never get caught during those times). So I had to retake each step again. They took my physical, urine and eye tests in which by that time my eyesight was starting to become real poor (damn old age). I literally was just saying the letter "D" on the snellen chart over and over and still passed it for some reason. Next was supposed to be the hands on exam, there were literally a lot of people at that time and so they said that they couldn't accommodate every applicant (I was like, RIGGGHT. All over again) and was instructed to go to the written exam instead. Funny thing is in the room where we were taking the exam, the walls are posted on with almost 85% of the answers in the test questionnaire. Hell, you could even stand up during the test to go closer on the answers and the proctor wouldn't give a damn as long as you weren't "noisy". What really topped it off though is when my seatmate still asked for some answers. I was like, is this guy for real? All he had to do was tilt his neck from left to right. I finished the test, waited for the result and of course got the passing grade. Some others still failed though, and at that point all I could do was scratch my head in disbelief and just looked at the bright side that I personally passed and had a valid driver's license again (which sadly wasn't a PRO license anymore dammit).
Third time was just a couple of weeks ago. I made it sure this time that my license wouldn't expire and went early, accidentally forgetting to bring my ballpen. I then thought it's alright, they must have pens in their office anyways since filling up forms is the majority of what you'll do there. When I arrived, I was handed a form as expected but didn't find any pen in my immediate sight. I finally saw one near a glass window and swiftly took it, a voice suddenly spoke "Sir, hindi po ballpen yan" (English translation: That's not a ballpen sir.) I looked at it and it indeed wasn't a ballpen, It was the pen that register electronic signature on your license. Good thing an LTO worker lent me her ballpen and said that they stop putting out pens since it was just being stolen. I then filled up my form and went in the physical exam room, all I could say is that whoever interior decorated the physical examination room should be shot in the face. I took the snellen chart again (this time I wore my glasses, so I wouldn't say the letter "D" over and over again). Immediately located at the left side of the snellen chart is where both the male and female comfort rooms for the urine tests were, and directly beneath the snellen chart is where the lavatory for washing of hands after taking a piss is at. So while I was reading the chart, I had to pause several times because someone suddenly washed after doing his deed and his head was blocking the chart I was reading. In addition to that, when it was my time for the urine test they told me that the males are asked to keep their door opened so the proctor can see if you might pull off the old switcheroo if you're drinking or smoking the "good stuff". It's quite understandable, but adjacent to the comfort rooms is where the electronic fingerprinting happens. So if the ones having their electronic fingerprints tilt their heads they can easily say hello to your McWeiner. At that point I was like, it couldn't get any worse than that. But boy was I wrong, when it was my time for electronic fingerprinting, on the same window were my hands were placed is were all the urine bottle samples (some of which is even dripping) are being placed before they test it. Very unhygienic noh? So again, whoever interior decorated the place, kudos for a very swell job sir. I salute you! *cough* sarcasm *cough*
It'll be a little while again 'til the next one (2011 to be exact) but I'm already not looking forward to it.
